Lewis has 19 years’ experience in both the private and public sectors supporting and assessing development from a transport planning perspective. He has a HND in Civil Engineering and is a member of the Chartered Institute of Highways and Transportation (MCIHT).

He has significant knowledge of the development management process having worked in Local Government for 10 years acting on behalf of the Highway Authority, reviewing and assessing planning submissions, developing local plans, considering site allocations and recommending on policy requirements. More recently he has spent over 9 years working for transport planning and multi-disciplinary consultancies advising and supporting clients with planning submissions.

Lewis has experience in dealing with transport planning strategies, as well as feasibility studies, site access appraisals, technical reports, detailed design, Section 38 estate road proposals, post permission requirements including Section 106 obligations/negotiation, Section 278 Agreements as well as the discharge of planning conditions. This balance of experience has aided Lewis’ expertise in supporting schemes from initial concept designs to obtaining planning approval and ultimately facilitating development.
 

Lewis has successfully supported a wide variety of schemes in sectors covering residential, healthcare, education, commercial / employment, retail and tourism at local and national levels. These include schemes of up to 1,500 new homes, multi-storey car parks, office space, distribution and warehousing, new schools, drive-thru restaurants, foodstores, hotels, sports centres and tourism attractions.

He excels in advising clients on land acquirement, initial feasibility and masterplanning inputs, developing a strategy to support pre-application engagement and ultimately a formal planning submission. Lewis also deals with post permission requirements and negotiations to enable development.
 

Lewis is experienced in preparing Transport Assessments/Statements, Travel Plans and developing their strategies, Transport Chapters for Environmental Statements as well as a variety transport planning documents to support development for operational evidence. Lewis has also provided technical evidence in the support of Expert Witness services at planning appeals both for Local Government and private clients.
 

Lewis coordinates traffic surveys, undertakes non-motorised user and Active Travel audits, oversees Road Safety Audits and acts on behalf of clients in Travel Plan Coordinator roles. He is also adept in successfully stopping up highways under Section 247/248 of the Town and Country Planning Act 1990.​
