David is a Chartered transport planner (CMILT) and a Fellow of the Chartered Institution of Highways and Transportation. He has 16 years’ experience in development planning and strategic masterplanning projects, across England and Wales. 

 

David has been leading and growing Apex TP since its inception in 2020, drawing upon his extensive experience gained at a number of national multi-disciplinary engineering and planning consultancies.

 

David has built upon the best experiences gained at these national organisations in establishing Apex TP and blended them with the benefits of being an independent organisation, which puts its people first and delivers results for clients.

Through his strategic, technical and leadership experience, David has developed an excellent commercial mindset ​and understanding of client requirements, as well as a knowledge of cross-discipline inputs beyond the demands of transport.

 

David has an MSc with Distinction in Transportation Planning and Engineering from the University of Southampton and is a Fellow with the Chartered Institution of Highways and Transportation (FCHIT) as well as achieving Chartered status with the Chartered Institute of Logistics and Transport (CMILT). 

David advises on land acquisition and at concept stages of projects, supports planning applications, provides detailed design advice and discharges conditions.

 

Specialist reports include Transport Assessments, Transport Statements, Travel Plans and Transport Chapters for Environmental Statements. He has also provided Highways and Transport Expert Witness services for planning appeals.

 

David provides highway design advice, non-motorised user and Active Travel Act audits and has commissioned and overseen numerous Road Safety Audits and traffic surveys. 

In addition to planning support, David has led and delivered town centre and high street regeneration strategies for Councils, with a particular focus on improving sustainable access and connectivity through public realm enhancements, increasing footfall and length of stay and rationalising car parking.
